As per IZN DLS it was used in rainy time
Because in rain when they apply for brakes
Wheel slips many times hence a button is present in Cab
To which they press it and the sand from the sand box fall on wheels so that friction can maintain and wheel will not slip further

A sandbox is a container on most locomotives, multiple units and trams that holds sand, which is dropped on the rail in front of the driving wheels in wet and slippery conditions and on steep grades to improve traction.
Thanks for the video. I have seen this. But I didn't what is this. Now understood that sand is sprayed in this manner
I saw this usage most on Londa Madgoan route where lot of sand bags loaded at castle Rock. Sand or silica produces friction for wheels avoiding slippery in rainy days over wet rail lines..
