Seat allotment is generally done in sequential order of stations.
Usually the stations which fall earlier will have early seat allotment than the stations falling later.

So basically if Boarding wouldn't have changed from HBJ to BPL, then Seats would have got allotted to the latter one, who booked from BPL.. Becoz HBJ wale Berth Multiplexing me nahi aa pate..
And agar Unhone BP change karwa lia.. Then they would get first preference for confirmation under berth multiplexing
