Should Black Diamond express skip Seoraphuli and halt at Chandan nagar as it is the district hq and hub of hoogly district ?

It's not Chandannagar, it's Chuchura which is the district HQ of Hoogly. And Bandel station comes under Hugli-Chuchura municipality, so BD already halts at the HQ of Hoogly. The halt at seoraphuli was given to cater the Singur, tarakeshwar bound passengers
