I will rather say that the mission is not flop but delayed because zones are unwilling to come out of their comfort zones. Every train has too many slack added to it in each and every zone incl Rajdhani.....
The mission can get a string push with stern actions by Hon. RM sir "I dont care how you do it but the TT of say xyz train shd be covered in max say abc hours..."
