'Benares' was already in use by the time the British came to India. Many Arab and Buddhist records from the 1st millennium refer to it as 'Benares'.
British documents used both 'Benares' and 'Varanasi'. Benares appears to have been more common at that time, so the station and the city carried the same name officially.
