By seeing the condition of this train looks like that shakurbasti shed does not have any experience to maintain this rake.
With just about 5 hours (or even less) for scheduled maintenance, considering the shunting to/from New Delhi, the shed would be more focussed on maintaining the mechanical/electrical components rather than exterior looks. In addition, there are no spare coaches to replace existing ones taken off for heavy maintenance.
