You have a very kind heart. But not all beggars are poor. Remember, its their business/profession/dhanda. Please ensure you are helping a poor beggar and not a beggar richer than you. Apart from being kind hearted, I see you are passionate about hungry beggars. Try feeding them instead of giving money. Just check their reactions then.
BTW I am rich enough to meet ends month to month, barely, even though I don't own anything but a mobile phone and a computer. But then without them, I would never turn to be a beggar.

manpower costs are more than that. 65-70% is a cosmetic figure which is also too high. why are fares for cattle/toilet/hopeless class not revised for past 30 years when it is now provided with comfort of cushioned seats, fans, speed of journey, free wifi, waiting halls, charging points for mobiles and toilet facilities all included in your ticket?
when every pay commission revises upward the salaries and pensions (every 5 years, apart from railways' own increments), why couldn't railways constitute an active fare commission? there is a whole lot of politics involved. railways is trying to simply reduce the burden (of salaries and pensions) with doing away from those classes of employees (posts) having negligent or nil revenue generation. Results are there for everyone to see -- stations where private parties are engaged to clean platforms and toilets are better than others. Trains where OBHS is, are cleaner than others. Now the axe is on Catering and TTEs. Now IRCTC is a full new entity with public investment, not only government. Erring staff will get demoted/transferred to a new place/department. TTEs are known to fill their pockets first, then serve authorized pax. They will be forced to work, hard. Else transfer to other duties with lesser remuneration when revenue...

Instead of handing over existing trains to private operators, they should handover newlines in NE region (Assama,Tripura) for operation by Private agency and also Hill railway lines with tourist potential.
