Yup, it is definitely political. Those 2 rakes represented votes, and some railwaymen felt they were sidelined. So, instead of sitting at table and solving issues arising and finding standard solutions, things went to the Vigilance department, and a slowdown.

AFAIK MCF was to become first privatized entity under rolling stock production co. IR has plans to form 2 corps. one each for Locos and Coaches. MCF was chosen as it has the least number of employees as it is new, and has maximum automation/mechanization of the assembly lines. As is known for its questionable quality overall in IR, MCF with greater automation is always expected to produce more quality coaches.
If RDSO is ignore then why RDSO uploaded T18 pdf regarding its technical specifications and all other things..

Main thing is this time RDSO has no designing role hence they were also hitting hammer on hot rod..

Like I said at least one ex-RDSO intervened and being board member, things turned to worse. So either this gets sorted ASAP or drags on so we may not hear an announcement of a new VB. Till now we haven't heard of any agreement on specifications (or revision) of T-18/T-20 as per RDSO. Things may change soon. Watch out.
