WDM is a mixed (pass & goods) loco. It is not used as a shunter. Only WDS class locos doing shunting operation. Eg: WDS4, WDS6/6R etc. "R" is refered to Rebuild. I think this loco should be rebuild as a shunter and named him WDS2R (but, I think this name is not possible) or WDS6R.
