For a person traveling from mughalsarai to Howrah in 12302 NDLS-HWH Rajdhani express.Can he apply for EQ/VIP quota at drm office at (delhi) i.e DLI -NR DRM office or he has to apply only at DRM office Mughalsarai .
Perhaps HO is released from NDLS itself.is it worth to apply at mughalsarai.

Sir i was reading one of the blog about released PNR and then some thing like VIP Status.
One of the reason provided for released PNR in one post was that ticket was form SC to NDLS .and SBC had HO quota.So to confirm that ticket from HO from SBC office the PNR was released.
So in this case if the ticket gets confirmed for MGS-HWH under HO in 12302 then will the PNR get released??

members/admins clarify please about released pnr and the scenario present by me in /blog/post/451258/5.
As per my knowledge PNR gets released in two circumstances:-
1) As you have mentioned that if one has to travel from SC to NDLS and source station being SBC has the HO quota. Hence unutilised HO quota would be released from SBC and then a new PNR would be generated.
2) Alternate accommodation would be provided (Requested by the passenger; mostly in situation of degradation of class)
