It is a long way to go.....there are so many challenges etc. Everybody (Pvt players) might adopt a wait and watch policy. They would obviously want to see how a particular operator is doing and then only take a call. At the end of the day basic things like signalling, path availability, controlling etc will all lie with railways only....
