That's exactly my point. 9 is for WR, but there can be exceptions only if rake of one zone is used by other zones, as in can JAT-BTI exp, which has WR number but operated wholly in NR (now in NR and NWR) but still got 192xx, a WR number.
Yes, bahut saara exceptions hai. Jaise ab 122xx series kai zones ka normal sf trains bhi use kar rahi hai. Waise hi ab ye chambal ka naya number hai...
