Yea, this train does not have that many takers from INDB, but the thing is, it gets packed from BPL, and extension to RTM means BPL will get further less quota.
From my personal experience I can say, JBP-BPL travelers are more in this train than JBP-INDB.

Jis train me already ticket nahin milti, use barbaad karne ki zaroorat nahin. Already isme BPL se kabhi reservation nahin milta, n hence BCH se INDB quota me lena padta tha.

RTM quota should be carved out from INDB quota. That will be better.

And current quota distribution should also remain same, or else, RTM to SHRN all should be given GNWL.
