The bogies are Bo Bo. This is a WAP5, or a loco built on the same platform as the WAP-5.
WAP7 is a bad design to use for a high speed loco. Aerodynamic modifications for it would be of not much use as the loco is not suitable for operations being 140 kmph.
Even the recent WAP7HS is only a temporary solution for a high speed loco that can work beer at low speeds than a WAP-5. In the long term, the WAP-5 platform is the one that is suited for future high...
