Once the railways starts its regular passenger train operations, how much occupancy should the Indian Railways expect to run a train (either new or existing) in any route in order to minimize losses and provide adequate services to the passengers? Options are in percentages. Also, please comment your reasons for the option you choose. Thank You.

Sudden regular passenger train operations will effect freight traffic.
Can be done slowly.

I think it's ok to take losses now, even if they have to increase the ticket price for maintaining hygiene standards over-all
