Once the railways starts its regular passenger train operations, how much occupancy should the Indian Railways expect to run a train (either new or existing) in any route in order to minimize losses and provide adequate services to the passengers? Sudden regular passenger train operations will effect freight traffic.

I think it's ok to take losses now, even if they have to increase the ticket price for maintaining hygiene standards over-all
