Do IR calculates avg speed with halts or without halts
Because I have seen many SF with less than 55 km/he avg with Halts but without halts it's avg speed is more
And many express whose speed with halt is less but without halt more than SF?

I guess average speed is calculated based on time from end to end. That includes halt time also
