Lets have a discussion, which Railways can do during this lock down time to ensure smooth operation in future:
1. Entire IR time table may be made realistic with increase/ decrease in time travel based on actual record.
2. All coaches with faulty electrical/ mechanical parts may be replaced.
3. Booking quota and no of seats allotted against each quota may be revised.

Who will replace faulty coaches?
Instead in this lockdown period many coaches became faulty with coaches parked at different places and rats and others have caused damage to new coaches also at some places.
Coaches were just kept parked at different places during this lockdown period.
But your suggestions are good if followed properly.

One thing that came to mind is that with social distancing being the new norm....at least they should try and removed middle berths of all Garib Rath Trains (wherever present). Or else simply phase out garib rath trains and convert them to regular express trains ! In the current situation a full fledged AC train with cramped space may not be a good option
Reduction in stoppages and speed up is something definitely to be looked at!
