This is due to the fact that local administration is facing staff shortage in case of doctors, police, district adm officers/staff and transport guys due to increasing infection cases in these professions.
Letting off travelers out of the station or into the trains without screening or without proper police monitoring will further aggravate the situation. Not only andhra, but telangana, tamil nadu and kerala also have requested the same

Yes correct. The latest news seems to be that Bihar has now probably requested for a hold in receiving more shramik trains as they simply dont seem to have infra to manage and quarantine so much load. Also TN is not allowing pass through trains ( except the Rajdhani terminating at Chennai). Earlier trains like Kerala express were planned to be run but because they cross TN ( between KPD to Coimbatore), it had to be removed from the list at the last moment
If railways kept 2131 isolation coaches ready , 90% of them are certainly meant for UP and Bihar. They can request them anytime to sequester migrants or use for quarantine purpose. Why such a thing is not happening? TN, KL and KA have issued specific orders about trains. Has Bihar or railways issued one?
