I have not said him that existing Ballari airport is not functioning. Another airport in Ballari is planned. And only Toranagallu(JSW) Airport is only functioning.

We can't compare one state with other states .KA is South India's largest state while WB is little more than 1/3 of KA's sq Km's. In Aviation area Matters. In India Airports have to be apart from Eachother at a certain Distance Currently its 150kms apart from first airport.
There are around 8 passenger airports in Ka. Latest one being Bidar. Shimoga will be 9th bit delayed one for a city which gave KA's Most CM's. Shimoga/Shivamogga/Sihimoge is know as Capital of Malnad(Ma Le Nadu meaning Land of Rains. One of the highest Rainfall Receiving Regions of india).
