For tourism it will be helpful. Gwalior doesn't attract heavy passengers towards south like AGC. Jhansi station fills people from kanpur lucknow belt.
Almost all Rajdhani trains halt not bcz of passenger demand in gwalior but bcz of name sacke Division HQ and influence of politicians to halt trains.

Mumbai Rajdhani doesn't halt at Gwalior n there is no much demand of Gwalior from Guntur or Vijaywada n more over it's in pretty odd timings so yea it's not required.
