Isnt Agra & Gwalior already big Junctions??? Further, i think you never look at Maps & may need to understand that JHS-BPL/GWL were connected in 1880s (to get GIP connect BSL-DLI & MAS-DLI).
Several Branch Lines get carved out from this Trunk & to connect CNB & Bundelkhand, JHS has been the best point!! Even INDB-Guna-GWL could have easily been merged @ JHS coz of its close proximity to Guna!!
