* IR need to go into details to formulate its schemes and its implementation, in all spheres of its working like fixing fare structure, Capacity augmentation/ modernisation schemes like new lines/ Doubling/ Gauge conversion/ electrification/ signalling systems/ office and work automation/ organisational structural changes/ accounting methods/ procurement strategy/ operation & maintenance practices/ introduction of new trains/frequency/ rake composition/ strategy for production units/ workshops etc.
* There is no doubt about the technical prowess of Indian engineers who are hogging limelight in western countries thru their brilliance. In India the same performance is not coming as the talents need to be nurtured thru motivation/ facilitating with right environment & resources/ expenditure in R&D which India lacks. What is IR?? IR is not just a rolling stock company but:
(1) it is a train operator as it operates above 10000 freight & passenger trains on daily basis. Freight trains vide variety include bulk, container, parcel van, RORO. Passenger trains too include wide variety like Long distance intercity train, short distance intercity trains, Suburban trains/ Metro trains etc
(2) it owns and maintains huge railway infrastructure of all sorts like track, bridges, tunnels, electrification, signalling, railway stations, offices-building and equipments like air-conditioning computer s and intranet(s) etc.

It is a rolling stock manufacturer which manufacture a wide variety of products in large quantities like:
* Locos-Electrical/ Diesel- of different types & capacities/ guages at different locations,
* Coaches of different types/gauges, Wagons of different types for carrying different commodities/goods of different gauges and at different locations,
* maintenance vehicles for electrification/ track-inspection etc.
(4) It is a rolling stock maintenance company as it has an array of workshops which maintain the large number of rolling stocks of all kinds owned and operated by IR.

* Since majority of revenue comes from train operation, it is mainly a train operator. So it is often advised by experts that the rolling stock units should be corporatized & separated from IR as their management need an approach much different than train operation.
* If these units are corporatized, they they can think beyond IR and develop new products for export market and become independent profit centres.

IR is not an infrastructure company, its main function is running trains I.e. Rolling Stock. All kinds of Trains be it passengers carrying or Freight carrying all are Rolling stock only along with their production and maintenance. And to run these rolling stock the minimum infrastructure that is needed is platform, bridges, building, computers , controllers, etc ...and these all infrastructure are needed to run those rolling stocks properly. But in last few years it is getting converted to a Infrastructure company..... building Shopping Mall, Hotels in Station premises, Airport like station building, etc are not the work of Indian Railways. Railways has nothing to do with Hotels, Malls

,etc work. IR is only for Running Trains and providing connectivity to all parts of India. Only basic passengers amenities are required for that inside trains, and outside trains like a proper platform surface, Toilets, Sitting arrangement, Drinking water, platform shelter, proper lighting facilities at station and surrounding, etc...bass this is only required as basic ,in additional you can provide Charging facilities, Food stalls , lift, ramp ,etc nothing else is needed for running trains. These facilities are still not available in small stations in many places and IR is not developing them.
