Ever Encountered A English Speaking Beggar

Kerala don't know but Goa Konkani is the first mother tongue not many speak English in day to day life bro. Only in some corporates and government offices the staff communicate with each other in English.
This will be a common scene in America
Where you will find beggars speaking in English.

Till now not even came across a single English speaking beggar in India. But in Los Angeles in the US, I came across an Afro-American beggar couple. And a small group of them in Toronto, Canada
