What are you saying it's completely so mixed up?
There are two aspects to this issue:
Balasore-Baripada-Jaleswar: This section is under SER, and whenever ECoR proposes to extend any of its passenger trains running from Bhubaneswar to these areas, SER rejects it by saying platform constraints and route constraints.

state. It can't fly by air and skip the Odisha state. So whichever train starts, it will go through Odisha state and halt at the deserving districts and stations. But there are blunders also made by SER like Sangrami SF and HWH SSPN SF which skips many major stations like Balasore and Cuttack. So if you will count the trains, then easily you can say SER gives all its trains to Odisha which is a blinding truth.
Now for ECoR, they are not bound to run their MEMU trains and passenger trains to Balasore-Baripada as their jurisdiction is only till Bhadrak Ranital.
Even the Jakhapura-kendujhar line is a branch line, still, see its condition, and see the condition of the Rupsa-Bangriposi line. Baripada is one of the most prosperous and developed cities of Odisha. High class of living, high education level, and a good amount of population live in Baripada. Still, Baripada is neglected for better rail infrastructure.
If there was a complete absence of rail track like Kendrapara-Jagatsinghpur districts, then that was understandable but if already tracks are there from the past decade and so, still it's in pathetic condition, then it is a sheer example of discrimination and foolishness shown by SER.
You can get the secondary data from rail websites about the number of trains and all, but the reality can be seen only when you visit/stay in this region.
