India me new technology bnana muskil h. New technology ke liye investment chahiye hota h. Jaise Hyperloop ke liye permission manga tha Maharashtra govt se. But isme Railways invest nhi krega because one, heavy investment and two, project successful nhi bhi ho skta h aur agar nhi hua toh rlys ke upar public money waste krne ka inzaam lg jaega. Also it is true that investing heavily for developing state of the art railway technology does not have much cost benefit. Better to let Western countries make the big investment and then do ToT agreement. IR ke paas itne paise nhi h big ticket investment krne ka.
