Yes I get you! Actually most of the DPWL tickets in the past, especially those of Rajdhani have been Waitlisted. They've got a lower priority of Confirmation than the normal GNWL tickets. The existing quotas (which itself is insufficient) will be used to clear off the GNWL first. However you may apply for HO/EQ (if available), which will Confirm your ticket before chart preparation time.
