Member X is most Decorated Member of IRI and he Updating his Pics/TLs from Starting now Member Y Came and Upload Member X some Pics and He Claim that Member X is Allowed me to Upload those pics on Behalf of Him

So Now My Question is is this Practice should be allowed ? Or Not ?

Pl. note that "3rd party pics" means "anonymous, unknown pics from Google/internet". If the pic belongs to a member of IRI, another member may post that pic with their explicit permission:
1. He/she needs to declare it beforehand that "the picture belongs to Member. X"
