The Railways said that they are looking for crowded routes and will run trains accordingly but there are few new trains I have found against that logic. I won't comment about other cities as it might offend other people so will just give example of my own city.
Here are waiting list of GD,SKD and Kushinagar.
From what I can deduce is that the requirement is more urgent for GKP Mumbai but the train that is going to start is GKP ANVT Humsafar that will serve GKP Delhi rather than GKP Mumbai....
