Yes correct. Bihar was the state which receivd the maximum shramik trains during lockdown and now when slowly things have opened up, the same state is sending out maximum trains.
When the elections happen you might again see lot of people probably going back for voting etc

Most sharmik trains were to UP then to Bihar
And also people of Bihar / UP migrates the most due to poor condition of the state. Mostly of Bihar.

And yyes currently trains to Bihar is just not serving Bihar, but also to Jharkhand and WB is some extent
