Can I travell from WL Ticket for Mumbai from Covid SPL Train. Jaunpur Lion

There is a great difference of "Could be" and "Will be".
Its better to speak actual happenings rather than theories!! The Jampacked train got RPF/TTE but stoppage at small station create loops of WL entry!!
As you alight Big Station sealed platform, its presumed you to be bonafide traveler (as Ticket-less travelers arn't allowed). With one or two check points, you just clear the rush, with thermal scanner check!!

Trains arent supposed to be jam packed. It would defeat the whole purpose of social distancing.

You are listing ideal theories. These are just on paper.
Practically every thing is different. Even if you talk of passengers with ticket, 4 people on a GS berth doesn't qualify for Social Distancing. RAC seats issued to the passengers doesn't promote Social distancing.
