As per you as there are no trains it might work but I being traveller will not prefer such odd timing of 1100 to reach at 1440 for short distance wasting my day not if i am in private train management I would surely ask for change in timing to reach before 1300. One of the posts above recommended to CKDP but Rourkela with 5hr 15 mins leaving at 800 from Howrah and reaching at 1315 and reverse at 1430 reaching HWH 2140 will work well for occupancy. As the train is of Sleeeper Config the fare also decides the occupancy that too full AC train. Private train that too 2-3 yrs from here is a long time before that there should a Jan Shatabdi from Roukela leaving at 545 to reach HWH 1215 reverse at 1515 reaching at 2145 as alternative to Steel exp as there are no trains...
