As per an earlier notification, the other train (12515,12516) was proposed to be run between Silchar-CBE once services are back to normal so i guess they are running only this train as of now

yeaaah ! this might be a reason. As DBRG CAPE will run daily as SF now ! TVC will run till CBE.
