yes of course they can finalize all Zero Based Time Table with all new Timetable, elimination of stops, conversion into Exp/SF etc, changes in frequency and publish the same once ready, stating that effective date will be announced later when normal services will be restored as situation becomes normal.
Earlier also introduction of new trains etc there used to be a note, like: date of introduction will be announced later.
Like that this time the whole TAAG effective date can be announced later :)
