I dont think they are gonna maintain the order, already NJP HWH Shatabdi third on the list got rake before any of the AC exp, also NR is getting lots of LHB ACs and understandably they are being shared by the SBC raj and JAT raj. So I would say the order is just of bureaucratic interest
