Majority of BRC WAP5 are non HOG but as WR is runnung majority of LHB trains so they are un more need of HOG WAP7 so in order to home maximun hog wap7 they are phasing out wap5 from the holdings by transferring to HWH
Also in other er needs more eloco because of nfr electrification since er will supply eloco to nfr after electrification.
