Yes. Now TN is running with 22 LHB with one 2AC removed and one 3A added, and two SL removed due to ICF to LHB conversion. Since, 24 LHB coaches are allowed to do 130, at least either one 2A or one SL should be given back to its CC, and adding LVPH will make 24 coacher will be perfect.
