On what basis that it will have a great Chance of making late every time at CSTM by 1 Hour???

OK.
But a daily late of 1 hour; such definitions doesn't make a good Image of the train.
if the train is a daily latecommer by atleast 1 Hour, then your words are 100% correct.
If trainenquiry says that this train reaches max by 45 mins late, even then somebody will say you have said something without having full knowledge of the same.
