TATA Steel Express - Second Sitting sasta bhi, sabse achha bhi - Ravi Raj

Hi experts,
I am currently in a dilemma.Hope I can get some respite here.
I booked a ticket for 12264 pune duronto express for 23 july 2012.The chart was prepared a day before and my ticket was in wl even after chart preparation.I contacted the railways cc and they said since the ticket was in wl even after chart prep , the entire amount would be credited back.

to my chagrin, i got no refund even after 5 days and contacted them again and now, they told me that my ticket was confirmed at the last moment thereby forfeiting my claim for a full refund.However i got no sms or notitfication regarding the confirmation of my wl and even on around 4 hrs prior to departure of train the status was wl.
The cc is now asking me to file a tdr..But isn't it weird that you confirm the ticket at the last moment, leaving the traveller in a chaos,and moreover expecting him to have some sort of sixth sense regarding the status of his ticket.
Please suggest what should i do?
