Before this one, SCR proposed for an extension of TPTY-SBC ICE to BZA. That is a better proposal than extending mail.
While your proposal has its merits as the rake can be utilized well without causing any issues to the existing passengers, some trains are just so well-established on their routes that any changes will not be received well by the passengers.
