That is 3rd rail not rack and pinion.. As Bangladesh uses both BG and MG on same track one rail is common another is for MG and side tail is for BG.
Not too sure if this is the usual case. Maybe some specific event and hence crowding.
this is the rush of EID in Bangladesh.
