Sir, via Secunderabad and hubbali route hota to aur achha hota coz there is high demand from bsp to Hyderabad.
Secondly there would be hardly any change in route length.
Thirdly population of CG is very low so it's better to be connected to all major cities(in this case Secunderabad, Guntakal, and Hubbali) of every State rather than end to end connection by choosing shortest path.

Yes, considering that rerouting via Nizamabad, Guntakal is an option
