Yeah, by seeing current availability he will not allot berth. But he has to power to cancel your journey ticket as you are not boarded the train from your station. By my suggestion I can only say to you if you can go to Hubballi this will save you. As KSK has charting station there, must be new chart will handover to TTE there and after departing from Hubballi he will be start checking tickets.

As there is no much boarding from HVR, chances of TTE checking before UBL might be less.

I can't say about chance, TTE has authority to do cancel ticket. What he will do, it totally depends on it's mood.
Normally TTE start checking the tickets and mark the seat on their chart and continue to check the tickets of all coaches which are allotted to him. After returning once again they confirming the seats which are mark on their charts. Afterwards they will sell these seats and allot to anyone.
So, finger's crossed, hope for best.
