One of them is clearly dead, and there are no MU cables as well. Most probably they are just shunting it.
AFAIK SBC ETS rarely sends 2 electric locos to Ballari Junction with express trains
But when operating with train only one one them will be active i.e., only one panto will be raised

These 2 locos came together with 06582 - Mysuru - Hubballi Express. As you said one of the locos was always dead
