Non TLMs are now no longer able to add locomotives in Imaginary or normal trains too. It has been stopped because of spamming. Many members used to spam and allot KLK WAP 7, etc etc type of locomotives which don't exist so that's why it was stopped. Maybe it will be enabled in the near future
