I think one train can run at a time over Dual Track as curve & gap shown in pic is too less!! Or maybe its too steep single line with other track put in as cushion instead of adapting Rack & Pinion!!

Honestly No idea, agreed tracks are very near compared to our Railway lines

It seems both are different gauge which functions vis a vis, which remain too close at sharp curve (must be limited space). Control must be of high level to ensure both track arnt open at same time!!
I searched the net but no luck .
Primafacie it appears to be uniGauge track roughly around our MG lines width .you have rightly guessed that at same time 2 trains don't End up near Curve
