These toilets are outside almost every major station premises even Barh but all are awaiting some inauguration .

quite possible, that it's Pay & Use.
So, may be tender and all, and who will pay for toilets at places like IPR :D

It should be open for public, as the name shows - Public Toilets.

Newly built waiting hall at IPR.
PRS and UTS counter windows are open from the outside now.
Earlier, these counters were accessible from inside a hall, that is developed in a waiting hall now.

Maintenance is the only reason why this toilet can be a pay and use one and every contractor knows the reality of this place that no one will pay even a single dime to pee, hence no one bids for tenders.
