Railways is meant to be a mode of transportation for the poor and middle class people, and the only reason it's affordable for poor and middle class, is due to the concessions and the low pricing as it is run by government, if privatized then the operator will raise the prices to suit their profits and many people will not be able to travel by trains and it's a loss for the people as well as the railways
