bilaspur me har train ka 15 min halt kyu diya zyata hai. kya khas hota hai bsp me? itne lambe halt ke karan congestion nahi hota hai kya ?

As other members stated, water topup, crew change, loco reversal time for trains coming from R and going towards KTE. There are many amenities unique to BSP like massage chairs at platform and AC conditioned waiting hall for Sleeper class passengers which I am yet to find in other major stations like NGP.
Crew change, water filling, all trains are cleaned, including toilets and floors
Usually the point where Running TTE is changed get longer stoppage & that stop is utilized to perform Coach Care Service at Platform!!
can you please explain in more detail what you meant by "where Running TTE is changed get longer stoppage"
1. LP/Guard: Change happens usually past 5-6 Hours of running train or at assigned Zone Change Station!! Usually 5 Mins (10 Mins WTT) stop provided!! Running TTE may not get replaced
2. Charting Stations/TTE: Its usually 10-15 Mins (15 Mins WTT). LP/Guard change also happens. Water Refilling, Washroom Cleaning, AC Window wipe usually happens. Stop minimized if Cleaning task shared by Inter-Zone or nearby Station (MB/LKO, MB/CNB, DDU/BSB, DDU/PNBE)
3. Individual Quota Stations: 5 Mins stop if 1 & 2 dont happen but 3 happens (02322/02321 5 Mins stop at SLN. SLN...
