Not hurted with the picture, but it's the tagline which bothers me, people expect Europe like services in India, but are not willing to pay for additional services and infrastructure, that's where the problem lies. Mostly train bound to East face pathetic conditions and people damage suvidha and take them to their homes, then they say "Sarkaar suvidha nahi de raha hai". Ab Suvidha ghar le jayenge toh kahan se milegi suvidha?
Yes it can be a possibility that this pic is from West Bengal, but tagline mein likhna "only happens in india" is pathetic, there are much more poor countries than India that have the same scenes on daily basis.
