If a person books counter ticket ( waiting list pnr ) and make payment through Credit / Debit card ....
At charting time the ticket doesn't get confirmed then ...

You have to approach any PRS counter. They will cancel the PNR and the amount will be credited to the same account/card from which the payment has been made. Time taken for refund is 3-7 days.
